Gentlemen (and Ladies?)

I've come across a pickled, zero time Continential IO-540 engine that I could acquire quite reasonably.

What I don't know is this:  Can this engine be affordably upgraded to a TSIO-540? In other words, can the twin turbochargers and other related acessories be installed at a reasonable cost to achieve an engine equivalent to a zero time TSIO-540 purchased outright?
