Garmin will grant you access to their FTP site that allows you to download the update and install it on an SD card. You don’t need to be a dealer.
The disadvantage is that you need to check the FTP site on a regular basis to see if any updates appear, as no notice is sent out.

Ken.Carpenter@garmin.com, a field service rep, took my call and said he would find out for me tomorrow how I can get access to the software. You have to be granted access (in fact, the first reaction was "you have to be a dealer").
Access to the field reps is via the general Aviation Support line at 866-739-5687, then they'll hand you off to the field reps but won't give you a direct phone number unless you're a dealer BUT there's probably a better route which I should have figured out (and will report on) within a day or two.
