The plug part that screws (permanently) into the oil pan has an internal valve that's opened when you remove the safety cap and insert the drain cap--If you put a hose on it first, the oil goes where you want it to. If you don't bother with the hose, you might as well just take out the plug as recommended by another poster... :-)

But to answer your question, the cap is a "safety plug." The primary valve is internal, and closes with a spring when the drain plug is removed. Mine doesn't have a safety wire on the cap, but the basic plug is safety-wired to the oil pan. The cap has an internal O-ring that holds it securely in place when it's screwed on.
