Valin: Ditch that piece.  Get the flush mounted valve on the other outlet.   Safety wire the valve, leave the cap on with the o-ring.  When time for oil change, unscrew the cap, screw on the adapter with the hose, drain into bucket, take oil sample, drill the top of filter with a 1/8 inch hole and leave it overnight.  The next morning oil is gone, swap filter with no drops spilled, replace the cap on the drain and fill-r-up.   Painless.
