I called Santa Barbara Chemical at (805) 963-7793.  They are actually in Van Nuys on 14117 Aetna Street and sell MC in 5 gallon quantities for $6.36 per gallon.

Their Santa Paula location is actually Clark Oil, (805) 525-1525 and sell MC for $6.11 per gallon plus $9 for the pail.

I drive thru Santa Paula regularly so I'm going there.  I only need a gallon or two but the total price for 5 gallons you pick up yourself is much less than hazmat charges alone for mail order of a single gallon.

I don't know why the oil companies sell the stuff, but they do.  Check the yellow pages in your area under "chemicals" or "oil" and call and ask.
