So if the comment is true about the rudder not being a forward facing surface, then why do you place static wicks on it?

The rudder does not necessarily collect static (like the front half of the wing, for instance), but trailing edges are the best place to dissipate accumulated airframe static  - presuming the accumulated static can find it way to a nearby wick.
