About to balance rudder i.e. remove lead. All paint is on and was wondering just how sensitive the balance procedure is?

All looms are installed, trim tab installed, trim motor installed.

The reason for the question is when does the flutter possibility come into play?

Any tips on this would be greatly appreciated.
