Like everything on a homebuilt, it's where the builder chooses.  Mine is on my avionics shelf behind the left side of the instrument panel.  The Lancair avionics shop put the switch on the left side of the instrument panel, and putting the pump close to that, and close to the canopy rim, was the logical choice.
