Be sure the xducer is mounted correctly, parallel to the thrust line with the wires pointing up. If it's at an angle or wires not pointing up the paddle wheel can't run free.
Each fuel flo transducer has a unique K factor. Even if the same make and model is used, the K factor will be slightly different.
