This is the target condition after paint.  If the trailing edge is higher, it's still good.  If the trailing edge is lower, that's when you could have problems.
 
Put another way, too much weight doesn't hurt, but we never want to carry any more weight than we have to.

p.s.  One small correction to my prior posting.  I inadvertently suggested (a mis-typing) that structural damping will keep flutter from happening if the ailerons are not balanced.  That's not what I meant.  The rest of the post is self-explanatory.
