Jim,

the reason of adding more weight than needed is following:
Once painting is finished, you can easily drill holes in the lead. Then the ailerons will be perfectly balanced.
The old 320/360 manual not always tells you every detail.... You have to read between the lines...

If you enjoy life on this planet, you better balance the ailerons so the T.E. is aligned with the wingtip!!!

Page 10-14.
Still ambiguous I think. Saying that, it appears they’re saying trailing edge up, leading edge down, is acceptable. Trailing edge down is not acceptable. You see it this way?
