Yep, that was Hap.  
He ordered 200 Northrop B-35s Wings into production in early 1942.  No B-36s were ordered.
This worried the crap out of the old tube and fabric biplane jocks of the Army Air Corps, and they found a way to kill the order.  
Northrop persisted, completing prototypes that demonstrated Stealth -- in 1948.  The senor officers ignored that... and more.
