I used to have that problem.  As soon as I started using talcum powder when installing a new tire/tube the problem stopped.  I now am able to reuse my tubes when replacing tires.  Usually get 2-tires to 1-tube life...  Have been running 45 PSI

Max Speed 62 MPH
 
The new tire:
Max Speed 100 MPH
Made in Vietnam
 
Both had the same information:
Load Range D
Load Rating 500 Lbs @ 70 psi
Tubeless
 
The tubes were different also in that the old stem was marked "Rim master" and the new one with "Whitehorse".  The new one also  had "Leak Guard" and "Butyl Tube" printed on it.
 
Oh well, they have the same part number.  Time will tell if the new ones are better.
