I'm just a guy like you and so many others who wants to depend on his
airplane as a safe means of travel.  I've been a pilot for 30+ years, former
FBO owner, licensed A&P, Aerospace Engineer and FAA Program Manager.  I
contacted the LA FSDO as a private citizen to see what they could or would
tell me regarding PE's past and present repair station status.  I was
subsequently contact by Mr. Jeff Plants as a follow up and asked to assist
in the gathering information he has requested.

Please don't misunderstand my motives.  I have no interest in hanging PE out
to dry.  What I want is to know when they began their indiscretions, if it
has ended, and how they plan to make good on the engines/people they have
done wrong.  I don't necessarily want to see them closed down but I do want
to see them get slapped upside the head for putting lives at risk.  Forcing
them out of business will serve no purpose because they could simply reopen
under another name.

But......

Can you please tell us who you are and how you have found yourself in possession of a Letter of Marque from the FAA in this investigation?

Before you question my motives, I will explain them concisely as: "once almost bitten, twice shy." The last time a private party approached me soliciting information for the FAA, it turned out to be a front for lawyers collecting data for a class action lawsuit. The fundamental difference between the situations is that I was dealing with a certified engine in a Mooney and here we are talking experimental engines. But as I said before: "once almost bitten, twice shy."
