Chapter 17 covers the installation of the aileron controls. Here's a quick tip for installing the phenolic blocks which hold the front torque tube mounting plates.
Page 17-17 includes instructions for mounting the phenolic blocks.
The following tip makes it easy to keep the mounting plate and phenolic block at 90 degree angles to the torque tube:
Replace the AN960-416 washers shown in figure 17:B:3 between the torque tube and mounting plate with AN970-4 washers. These larger washers hold the mounting plate perpendicular to the torque tube. They also don't fit into the recess in the aft side of the mounting plate like the AN960-416's do, so the mounting plate is spaced slightly farther forward. As it turns out, the amount that the plate is pushed forward equals the approximate thickness of the 3 BID used to secure the phenolic block in a subsequent step so there's no need to apply 4 layers of duct tape to the forward face of the mounting plate. Clamp or glue your phenolic piece directly to the mounting plate and then epoxy/flox it to the fuselage side.
