If you are having difficulty getting enough weight in the elevators to get them to balance, look into the Lancair kit that is available to correct the very problem you are describing.  Our elevators wouldn't balance after painting / static wicks and this kit fixed our problem.

According to Michelle (michelleg@lancair.com), the Counterbalance Elevator Assembly, p/n 9-50016, is available at a cost of $225.00 - in stock.

This kit prevented us from having to modify our elevators after the painting was complete.  Everything is installed internally.
