Perhaps the pitching moment is too great at -10. Note that Larry Henney claims max speed at 3 degrees higher than the faired position I.E. -10 degrees. However, in that configuration his elevator horns are sticking above the horizontal stab (significant down elevator). It is difficult to overcome the extra nose up pitch.
