If this is the case, re-epoxying the skin will result in the same occurrence. If you did not build the plane, and if you find the peel ply still on the skin, this is not a good thing, because the inattentive builder might have left PP on other important surfaces as well...... There was an anecdote in the early nineties about a Lancair that had to be chain-sawed because when it was inspected by the factory, it was found to have been put together with the peel ply intact. Such things nightmares are made of. As expensive as these kits are, I have always felt that the factory, which at one time was making some parts overseas, should have hired some inexpensive labor to peel every part it sold, just to ensure that not a single part ever got glued with PP intact. I would have gladly have paid another couple hundred to have the parts come in with no PP. Additionally, imagine the cost in bad publicity if Lancairs started to fall out of the sky because of PP not being removed. It seemed to me to be a risk that the factory shouldn't be taking. But then, what the heck do I know? Well, I do know that control skins have peeled before because the Peel Ply was intact. Well, duh.....
