Let me offer some advice from my years of doing electronics for airplanes. You are being dangerously optimistic if you think that the area behind your panel will only go up to 40C. Think 55C, maybe even a bit higher.
A simple solution would be to have the 5V regulator with a heat sink feed the LED's. . . . . what I /assumed/ in the first place.
I like offering a fix rather than just crtiticism.
"Fixes" without actually looking at and understanding what you are fixing, do noting to fix the problem -- they just undermine your credibility.
