 In a recent meeting of the local EAA chapter, a member reported on a FSDO
clarification
 to the policy of  taking  a "required crew member" during the initial 25/40
hour flight test period of an experimental aircraft.
 
 It seems that if the builder/owner requires additional crew during the
original flight testing, then the additional crew is mandatory during all
subsequent flight.
 
 Not sure exactly how the FAA might enforce this policy but it might have some
bearing on insurance claims.  Go Figure....
