Hi Chris,
The spec for pro-seal is MIL-S-8802 Type II B1/2 or B2 or A1/2 or A2. The "B" means you apply it with a spatula or tongue depresser, its real thick like peanut butter. The 1/2 means .5 hour pot life, 2 means 2 hour pot life. The "A" means its a thinner mixture like thick paint. I would use the "B" for fuel panel sealant. The "A" is usually used between skins on pressurized acft. It should be mixed 10/1 by weight or volume. If you don't have scales mix it to a dark grey but not black. Putting extra hardner in will make it cure a faster but it makes the sealant weaker. It is strong stuff, it has a shear strength of around 300 pounds per square inch. I hope this helps.

I'm now looking for some gasket material to replace the 40+ year old
rubberized cork material I used for the trial assembly while building.  The
photos show the hole with and without the aluminum cover plate.  I'm
requesting any suggestions for gasket material and any additional sealant
