I also have the Matco parking brake in my ES.  I ran a cable over to the lower left corner of the panel near the door so I can climb out with the brake on, get the tow bar attached, then release the parking brake by reaching through the door.  Works well.

I installed a parking brake on my ES and use it all the time.  It is mounted on the right fuse, just forward of the panel.  I didn't install a cable, so I have to press on the brakes with my feet while I lean over and turn the lever to lock the brakes.  It ties into the two hydraulic brake lines that run down the right side.  (The Legacy may be different.)  I bought the parking brake unit from ACS.
