The lower one is for the water drain, and the slightly higher one is for the feed line to the engine. There is a blister on the bottom of the header tank, and the outlets are on this blister. The lower one is for the sump drain because that's where the water will be. If the upper one were to unport due to imminent fuel exhaustion, the lower one would only give you about another half-cup of fuel, if that.
