There is a solenide with a pin that retracts when airspeed exceeds 70 Knts.  The pin goes into a detent in the gear switch barrel.  If that solenide is defective or is not getting power, the leaver cannot be moved out of the down position.  This solenide is activated by an airspeed switch.
