There is only one motor, but there are 3 wires to wire it.  According to the
Legacy installation instructions.. The Red wire is ground, the black wire
goes to voltage to turn on the high boost side and the white wire goes to
voltage to turn on the low boost side.

So you don't want both low and high on at the same time or you have two
sources of voltage going to the pump and it wasn't designed to handle that.
This means that 2 switches, one for high boost and one for low, could allow
for both to be on at the same time... Unless the High boost was set for
momentary.  In fact, the specific drawing for the legacy shows a momentary
on the high boost voltage input *and* in parallel a 3 position switch with
High boost down, off in the middle and low boost up.  The only scenario
using this switch method that would allow both to be on at the same time
would be if the low boost switch is set and then you also pressed and held
the high boost momentary.

You could also setup a OR or XOR condition by using DPDT switches and
solving the no 2 on at the same time via wiring.

Anyway, not to confuse the issue any further... The Pump was not designed to
take 2 power inputs at the same time, there must be a means of making sure
that doesn't happen with wiring or switching.

don't power both
boost inputs at the same time, that *will* damage the pump".

Now I'm confused.   I thought there was one motor that you either power in high or low mode.
What really goes on in there?
