I've never heard of it being a requirement. About 90% of my trip's are across the border one way or another. Jarrett Johnson I have flown over Detroit City (DET) on my way to the Chesapeake and asked for a transponder code to overfly Canada. DET said that they were to busy and handed me off to the Windsor controller. The Windsor controller said that they didn't assign transponder codes.
