The reason pure O2 is used is to increase the partial pressure of oxygen in
your lungs without increasing the total pressure. Partial pressure is what
makes O2 available to blood hemoglobin in your lungs. Partial pressure is
the product of the total pressure and the fractional percentage of the gas.
Breathing air out of a bottle at FL240 is no different than breathing the
ambient air.

They do make a product that is similar to the concept you are talking about.
I believe it is called SportOx and is a pure O2 bottle with a face mask.
