If you are using aluminum for an instrument panel you acn cut it without distorting the metal by using a fly cutter in a drill press then filing out any notches you need at the edges of the hole.  I built an RV-4  panel that way and it worked fine.  A fly cutter costs about $15 at a hardware store and will make any hole from 1" up to 5".
