As a certified diver I'm familiar with the emergency air bottles. Dive bottles are designed for compressed air which is very different then pure oxygen or any other gas for that matter. One would be very hard pressed to get any place to fill a bottle for compressed air with pure oxygen. Even if the compressed air bottle would have no problems containing pure oxygen, because of liabilities I think that no oxygen station would dare fill any bottle with oxygen other than bottles that have proof marks and updated inspection tags to show that the bottle is good for filling.
