The overhaul criteria specified in the owners manual starts at date of
installation regardless if operated or not. The time is tach related.

Your owners manual gives overhaul time in hours.  Is this clock, tach, or
flying hours?

For example:  If my prop was delivered in 2002,  installed in 2004, first
started in 2006, but first flown in 2007, when would it have to be
overhauled?  In hours?
In years??

Is this time constraint applicable to certified aircraft, experimental, or
both?  Is this mandatory or a recommendation?
