Probably. Just like me -- I only have 500 hours TT. However, during the building process (I'm about half done) I earned my instrument rating and my commercial certificate. Since you planned on 25 hours complex time anyway, why not spend just a little more and get the Commercial ticket? That would probably be more attractive to an insurance agent than just the 25 hours.
