Why use a solenoid? How about using an automotive aftermarket door latch
actuator or a mac servo. The door latch actuator is bistable, uses 12 volts,
has lots of actuation force and does not consume any power unless in motion.
They are available from custom car part suppliers like Dakota 800 852 3228.
You will need to add some friction to your valve to keep the butterfly in
position after actuation.
