I thought that Canada has a restriction against pilots using on-board NexRad
because there is no standardized training for interpretation of the display.

Hmm... that would sound plausible if WSI didn't already have canadian
nexrad.
That's amusing though. This is the same agency that lets you fly IFR with no
control.
I flew a trip in very Northern Quebec last year where the SOP was to just
call your position
as you do the approach to minimums. We had 3 or 4 airplanes stacked up in a
unicom
sort of way. Nexrad interpretation seems pretty benign by comparison.
