Yes, brass inserts are necessary especially when plastic tubing is used in brake systems.  (Personally, I am replacing the plastic brake lines that came in my kit with steel braided lines from McMaster Carr.  They are reasonably priced and I sleep better.)
Plastic still used in pitot system tho.
