I would go with (1) or (2). The Legacy is very fast and very slippery. It
does not like to slow down. I have been doing my lessons in the factory's
(Legacy which does not have them). When you pull back on the throttle you
need to carefully plan your distance to accommodate the slowdown time. The
speed-brakes will significantly shorten that length. I read that you can land
with them on, because at landing speeds the speed brakes do not appreciably
affect the lift characteristics of the wing.
