I bought some silicone adhesive instead of silicone caulk, not sure what the difference is.  I roughed up the surfaces, both the door frame and the rubber seal with 120 grit sandpaper.  The silicone I used peeled right off the paint where I didn't sand, so I think the sanding is important.
