They used to be very hard to get and were good only for that base at the time and date you requested. As I recall the regulation from back in the late 70's, retired military were to be treated like civilians. But if you were a member of an Air Force flying club, you could get PPO rather easily. A few years back, I read where a retired military pilot could apply for blanket permission to land at one of several bases and once approved, required only a telephone call to get the PPO. You had to specify what reason you were applying; eg. medical business at the base hospital, personnel office, legal office ... . This was before 9-11, so I am not sure how it works now - if it works at all. The other side of McConnell is owned by Boeing. They might have a procedure to get you in. Just to the north - like over the north perimeter fence - is Cessna plant. If it is still in operation, they might let you land there.
