The problem is not the regulations. The problem is the next step: HOW DO YOU SHOW YOU HAVE COMPLIED WITH THE REGULATIONS. This issue is where the incredible burden and economic costs arise in this process. There is, no longer, any room for "experience" and "judgment" in this whole area. One common complaint is that the FAA is unable to make a decision that "enough is - - good enough". Regards, George
