Less regulation -- not more is usually better for innovation. Ask Burt Rutan about his two noteworthy experimental homebuilts that flew this year and last. More regulation will not make experimental aircraft significantly "safer". Witness our own accident record in the Lancair community. Most accidents occur without regards to regulation. I cannot think of a single Lancair accident that occurred because the plane was too big, too fast or flew too high.
