At one time in my past I flew the L-188 (Electra) for a few years.  It has the same engine as the C-130.  That engine ran at a constant RPM of 14,100.  It was directly geared to the propeller and power was instaneous.  I believe the Garret is also a constant RPM engine (no experience).  I am still a year or two from flying my IVPT so I can not add any personal experience to the discussion.  The fact that the engine idles at  +/- 61%  may  negate turbine lag.  The problem may relate more to the fact that so much of the power is produced in the last part of the RPM range.  I have flown is aircraft powered my the Walter 601 that utilized a power quadrant that was very sensitive to any movement.  That can also play a factor.
