Local rules aside, any federally funded public airport cannot bar GA aircraft, including experimentals,  The FAA could, on occasion, require your test flight time be accomplished away from "congested airspace and densely populated areas".  My Lancair (and my lance and shield) is ready at any time to fly to a federally funded public airport where the locals think they could restrict me.  Tilting Windmills is my hobby.
