Just tape up the counter weight areas with packing tape, and lay up a 2-BID mold with scraps of cloth. This layup is fast to make because you don't have to be too careful about getting every last bubble out, and you can be a little resin rich since the mold will be tossed after use. Trim the upper edge even with the upper edge of the elevator or rudder piece. Bond the mold to a flat, 2-BID piece of cloth which is still wet using a fillet of flox around the outside of the mold. You now have a mold of half of the counter weight. Pack it in sand, and pour in the lead. The mold smokes a bit but works great. I made all my counter weights this way.
