After all the noise avoidance things have been done, have you had the TERRA(ble) radios bench checked by a radio shop?  I had similar problems and, after $460 and two-month long repair at the factory,  I am now able to be heard when I transmit.  These cute radios only raison d'etre is scarce panel space.
