On acoustic insulation, we should also consider one specific fact. Human hearing, while theoretically extending from 20-20,000 Hz, is most sensitive at about 3,500 Hz due to its physical structure. It would seem that, since this is the most dominant frequency in speech, and most necessary for speech recognition, we should focus on it as the prime area for sound reduction.
 
Just to give an idea of how great this sensitivity is, consider that a 20dB sound at 3,500 Hz will be perceived at the same loudness as an 80dB sound at 20 Hz.
