I have my fuselage leveled (using a water lever and the factory dots), wings on and leveled, and the vertical in place with the sternpost sitting at the bottom of the skins and the vertical spar sitting on the horizontal stabilizer rear spar. My concern is that I have to shim the leading edge of the horizontal up almost 1/4" from the factory saddle to get the 0.6 degree (LE down) I need. Does this sound similar what the you have found? Yes.  I think mine was near 3/8"=20 (ES).
