However my question was meant to address more of the practical side rather than the legal side. Instead of "training" I should perhaps have used the word "briefing". As far as "testing" perhaps a better word would be "qualifying". Someone needs to make a determination that a particular person has enough background and experience to begin this type of activity. I have done a bit of Lancair formation work but mostly very informal stuff. I'd be interested in participating in a more organized formation if you will do the "briefing" and "qualifying".
