If a lancair is purchased from an owner builder, can the new owner work on
the plane. If yes, what can be done? is it the same as a certified aircraft, or is there more that can be done. I thought I was told that work could be performed, but I wouldn't be allowed to do the annual. <<
AC 60-27E "Certification and Operation of Amateur-built Aircraft" says in parar 17c., " Amateur-bulit aircraft owners should be aware of the privileges and limitations of the Repairman Certificate. The ONLY PRIVILEGE extended under the section [FAR] 65.104 is the ACCOMPLISHMENT OF THE ANNUAL CONDITION INSPECTION INSPECTION. The certificate will be valid for one person, for one specific aircraft, and only allows that person to perform the condition inspection. The priveleges and limitations addressed in section [FAR] 65.103 (i.e., maintenance and alterations) do not apply to repairman (experimental aircraft builders)."
Thus it appears that you can build it and inspect it but you cannot do maintenance on it unless you hold an A&P certificate.
