During discussions with Dukes (manufacturers of the valve) I learned that
they have found considerable dust and fiberglass particles on and in the
outflow valves.  This has caused problems, per Dukes.  I am going to try to
solve this by using a filter taped over the outflow valve recess.  I
purchased a high flow allergenic heater/air conditioner filter at my
hardware store.
