It would seem to me that anyone who depends on power to stop a descent
rate is painting himself into a corner.  If the engine does not respond
as expected you are going hit hard and perhaps break something.  The
better technique is to keep enough kinetic energy in the plane to stop
the sink regardless of descent rate on final.  This simply means adding
a few knots as the approach becomes steeper.  For engine out landings
you don't have a choice.
