You might ream the hole before insertion. Also, I spent many hours perfecting the width of the cleats to get them to center in my slots. I used washers and half thickness washers. I found myself dropping the washers numerous times working in a blind hole. I finally tac glued the washers to the inboard (hidden) side of the phenolic blocks before inserting the bolts. This cut down the frustration. It works like a champ!
